For the purposes of the plotting form, stats should be spread out between 15 points, but think of that as a general guideline for how strong each category is relative to one another (e.g. high strength but low agility), since the numerical value of the points themselves won't matter unless the player decides to officially app (in which case we'll discuss further when that time comes!)

But overall, yes, each category would be capped at less than 30 each for AU characters who have been there for the full 4 months so far, since that's around where Kido is and she's just been getting stat boosts most of the game.
