I looked at Tiamat's images from the wiki and there's the titmonster form and a dragon form from different games, and it's not one of the Personas so you're free to use Tiamat and redesign what it looks like if that's something you want to do!!

OH, and I can't believe I forgot to ask, but would Nyu get a separate Arcana? I think she'd share the same Persona, since she was finally able to use Kaede's vectors too and I don't want to think of a whole ass extra imaginary friend.

It'll be the same arcana! it shouldn't matter too much which one is chosen, but probably one that refects who her true self is, which is... probably kaede haha
